Gil Baram

Head of Research, Yuval Ne'eman Workshop for Science Technology and Security, Tel Aviv University

Gil is the Head of research at the Yuval Nee’man workshop for science, technology and security specializing in cyber security and space policy. Gil is also a Ph.D. candidate in the Tel Aviv University School of Political Science, International Relations and Government. Gil’s dissertation research agenda focuses on national strategies during cyber conflict. She explores the reasons why - despite the fact that cyber attacks are covert actions in nature, and therefore can be hidden or denied - in many cases countries choose to reveal the attack and “go public” about it. In her research Gil is developing a new conceptual theoretical framework for understanding the different national considerations during cyber conflict and is examining it by combining qualitative and quantitative research methods. Gil holds an M.A in Security Studies from Tel-Aviv University (Magna Cum Laude) and is the recipient of the Blavatnik Interdisciplinary Cyber Research Center (ICRC) Grant, the Raffa and Paula Atlas Endowment Fund scholarship and the Gad Yaacobi scholarship. She was also a junior fellow of the Richard and Rhoda Goldman Fellowship Fund for Better Government. Gil’s previous work has been published in journals such as the Middle East Quarterly, Foreign Affairs, Military and Strategic Affairs, Maa’rachot, Acta Astronautica and Astropolitics. Prior to her studies, Gil had served as an analyst in the Prime Minister office.
